外资进入自由化如何影响中国制造业生产率

How Does FDI Inflow Liberalisation Affect Chinese Manufacturing Productivity?

摘要: 本文以中国2002年外资管制放松作为准自然实验,采用倍差法研究外资进入自由化对制造业生产率的影响及其作用渠道。研究发现:平均而言,外资进入自由化对本土企业生产率产生了一定的负向溢出效应,不过两类外资进入政策调整的负向溢出效应强度存在明显差异;在制度环境越完善的地区,外资进入自由化越倾向于促进本土企业生产率提升;外资进入自由化通过资源再配置效应显著提升了制造业总体生产率水平。进一步的影响渠道检验表明,就业资源再配置效率改善和低效率企业退出是外资进入自由化促进制造业总体生产率增长的重要途径。本文研究有助于客观准确地评估外资进入的经济效应,同时对发展中国家引资政策调整具有重要的政策含义。

Abstract: Drawing on the quasi-natural experiment relative to China's FDI deregulation in 2002, this paper adopts the difference in differences (DID) technique to investigate the impact of FDI inflow liberalisation on manufacturing productivity and its channel of action. The study finds that:(i) on average, FDI inflow liberalisation has a certain negative and statistically significant spillover effect on the productivity of domestic firms, however, there exists obvious differences between the negative spillover effect intensities for the two types of FDI inflow policy adjustments; (ii) a good institutional environment tends to strengthen the positive effect of FDI inflow liberalisation on the productivity of domestic firms; and (iii) FDI inflow liberalisation significantly increases the aggregate productivity of the manufacturing industry through the resource reallocation effect, while, on the other hand, the additional mechanism test indicates that the efficiency of reallocating resources in employment and withdrawing inefficient firms are important channels through which FDI inflow liberalisation promotes aggregate productivity growth in the manufacturing industry. This paper makes significant contributions by objectively and precisely assessing the economic effects of FDI inflows, while presenting crucial implications for the adjustment of FDI policies in developing countries.
