论“一带一路”的逆不平等性:驳中国“新殖民主义”质疑

On the Reverse Inequality Effect of the Belt and Road Initiative: Refuting China's “Neo-colonialist” Questioning

摘要: 中国"一带一路"倡议饱受国外媒体所谓"新殖民主义"的质疑和责难,亟待进行系统化的理论和经验分析。本文根据马克思主义国际不平等交换的基本逻辑,构建了"逆不平等性"数理模型,并利用动态数值模拟以及2001-2016年中国与世界122个国家和地区的宏观经济数据,考察了中国"一带一路"倡议对缩小国际不平等性的作用效果。研究表明,中国"一带一路"倡议和实践的本质是抵抗、限制和约束超额剩余价值在全球各国之间不平等的转移,即逆不平等性过程;中国"一带一路"倡议具有技术和制度双重维度的逆不平等性,是缓解全球化过程中发达国家与发展中国家之间不平等加剧的重要举措,而非推行新殖民主义。

Abstract: China's Belt and Road Initiative has long been questioned and criticised by foreign media for pursuing so-called "neo-colonialism", and therefore it is of paramount importance to conduct a systematic theoretical and empirical analysis in this regard.Based on the logic of the Marxist international unequal exchange theory, this paper constructs a mathematical model of "reverse inequality", and uses dynamic numerical simulation and macroeconomic data from China and other 122 countries and regions from between 2001 and 2016 to examine the effect of China's Belt and Road Initiative on reducing international inequality.The research shows that the essence of China's Belt and Road Initiative consists of resisting, restricting and restraining the unequal transfer of excess surplus value among countries around the world, i.e.a "reverse inequality" process; China's Belt and Road Initiative has a "reverse inequality" effect due to its technological and institutional aspects, which is an important element in alleviating inequalities between developed and developing countries in the globalisation process; this is not a way to promote "neo-colonialism".
