The Chinese Green Development Model: Public Procurement and Corporate Green Innovation

Abstract

Green innovation is the core driving force behind development that accelerates the transformation of the economic structure towards sustainability. As the largest single consumer in the market, can the government effectively promote green innovation at the corporate level from the demand side? Drawing on data from public procurement orders and green patents of listed firms from between 2015 and 2020, this paper empirically studies the actual impact and mechanism of public procurement on corporate green innovation. The results indicate that public procurement significantly triggers green innovation in firms. In terms of the action mechanism, public procurement emphasises green consumption and production and promotes green innovation through threats of procurement disruption and improved government oversight and support. Patent-type evidence suggests that public procurement primarily promotes substantive innovation and can significantly improve corporate social performance in the form of environmental, social and governance (ESG) criteria. This paper provides Chinese evidence of green development through public procurement aimed at promoting green innovation. The findings of this paper are an important reference point for the formulation of public procurement policies.
