摘要: 本文从人力资本跨地区流动视角切入,研究了外来人力资本对中国城市创新的影响和作用机制,揭示外来人力资本的创新效应。理论研究表明:外来人力资本带来的创新要素高效率配置和与之联系的多样化外部性是城市保持创新活力与竞争力的源泉。匹配中国人口普查个体微观数据与城市专利数据的经验研究发现,外来人力资本对城市创新有显著促进作用,且在技术含量最高的发明专利创新上尤为显著。进一步的作用机制研究揭示,外来人力资本带来的文化多样化外部性是其促进城市创新的重要渠道。因此,对外来劳动力的吸纳与融合是城市充满创新活力的关键。

Abstract: From the perspective of human capital interregional migration, this paper theoretically and empirically examines the impact and action mechanism of high-skilled migrants on urban innovation in China, revealing the innovative effects of human capital. Theoretical analysis shows that the efficient allocation of innovative resources associated with the diversified externalities provided by skilled migrants is the main source for cities maintaining their capacity to innovate and compete. Empirical evidence based on micro-data collected from population censuses and urban patents shows that skilled migrants play a significant role in promoting urban innovation, which is more pronounced in the innovation of technologically-advanced invention patents. A more detailed analysis of the action mechanism reveals that the cultural diversity externalities induced by skilled migrants are an important channel through which they promote urban innovation. Therefore, the absorption and cultural integration of diverse human capital is key to promoting innovative urban vitality in China.
