国有企业改制是否会提升出口产品质量

Restructuring of State-Owned Enterprises and Export Product Quality

摘要: 本文基于2000-2007年中国工业企业和中国海关进出口数据的匹配数据,考察了国有企业改制对出口产品质量的影响。研究发现:国有企业改制对出口产品质量产生了显著且稳健的提升作用;国有企业改制后,国有资本股权占比约29%时出口产品质量达到最优;国有企业改制对出口产品质量的影响存在异质性,当企业改制为民营企业,生产同质性产品及处于高竞争程度行业时,国有企业改制会较大幅度地提升产品质量;提高全要素生产率是国有企业改制提升出口产品质量的主要渠道。

Abstract: Based on the matching data between the Chinese Industrial Enterprise Database and the China Customs Import and Export Data (CCD) from 2000 to 2007, we investigate the impact of the restructuring of the state-owned-enterprises (SOE) on the level of export product qualities. We show that:SOE restructuring significantly and robustly improves the level of export product qualities; After restructuring, the export product quality reaches its maximum level when the state occupies 29% of the shares; The impacts of restructuring on qualities are heterogeneous-qualities significantly improve when the enterprises in question are private, produce homogeneous goods, or belong the industrial sectors that are highly competitive; Total factor productivity (TFP) is essential for improving qualities under restructuring.
